This is primarily due to the lack of funds, insufficient development resources, inefficient developmental labor, and poor repair and maintenance (DBSA, 2021). The majority of the impoverished are in rural areas, where public infrastructure appears to be lacking. Limited infrastructure amplifies the high cost of transportation, restricts trading and business, and constrains access to other social infrastructures such as education and health care (Gaal and Afrah, 2017).

Mindanao has historically lagged behind Luzon and Visayas in terms of development for infrastructure and other areas.
