WHAT IS A CITIZEN?


A person who identifies him or herself as an active part of a particular community, and gets involved in activities to make such community better, or at least participates semi-regularly to improve the community. 
You must have a cultural identity to tie you to a certain community in order to feel like a free citizen, you don't necessarily have to be born in a particular place to be a "citizen".
