In 1914, the population of Austria-Hungary was a great power of Europe with an area of 676,443km² and a population of 52 million. (Hungary: 325,500 km² with 21 million people)

Government system/Who is in charge?
Austria-Hungary was a dual system (dual monarchy) in which each half of the empire had its own constitution, government and parliament. 
Franz Joseph (Francis Joseph) was the person who was in charge of the whole empire. He was the emperor of Austria (1848-1916) and the king of Hungary (1867-1916), who divided his empire into the Dual Monarchy (Austria and Hungary coexisted as equal partners).

Size of army/navy:
Both Austria and Hungary had their own standing armies. Austria had 40,000 soldiers and Hungary had 30,000 soldiers. The Imperial and Royal Army (around 350,000 men) also participated and gave their allegiance direct to Franz Joseph.

Avoid major wars 
Austria-Hungary was looking to establish itself as the hegemonic power in the Balkans.
The biggest fear of Austria-Hungary was that their army would get destroyed by some nationalist forces.
