         <description><![CDATA[<div>The winner-take-all feature of the electoral college is a system that allows all electoral votes to go to the candidate who got the majority of votes within the states. For example instead of distributing the votes by the percentage of votes they might have received they just give all the electoral votes to the candidate with the highest percentage that won that specific state.</div>]]></description>
