How come efforts to represent, explore and explain tragedy, misery and suffering so often result in 'betrayal' in the form of unintended consequences and reproductions of conditions of oppression? Anxiety held by both the NGO producing the photograph and anxiety of the potential subject of the photograph (the refugee or migrant for want of better term). This anxiety seems to have prevented many photographs being taken.
