This is a personification because it gave the window a human quality which is holding its breath and it gives the reader something they can relate to.
This is effective because the author writes it, it blends in with the flaky paint falling off the apartment and giving a rugged mood and messy tone. It makes me think about a haunted or abandoned house.
My floorboards are really loud in my house and how I would describe it as a simile is that the floorboards are is loud as a rat scream through a megaphone.
