In the year 1981 a deal was made for the new constitution with all of the provinces except Quebec. The 3 main points where The power to amend or change the constitution would be brought home from Britain, Changes to the constitution could be made if the federal government (House of Commons & Senate) and 7 provinces with 50% of the population agreed, A Charter of Rights and freedoms would be added to the constitution. The Canadian Charter of Rights and Freedoms, together with other provisions, such as the process for revising the Canadian Constitution, are what give this act its significance. The Constitution Act of 1982 also specifies when specific constitutional provisions will be repealed and allows for the renaming of others. It protects Aboriginal peoples' rights. It declares that the Constitution is Canada's highest law and that courts have the authority to "knock down" laws that are unconstitutional. Quebec would have been recognized as a "distinct society" as well. In 1990, support for the Accord began to erode.
