She doesn't blame Johnny for it because it was self defense. Cherry says Bob is sweet sometimes but the Greasers only see the bad, drunk side of him. She blames the liquor store for selling alcohol to kids and that is why Bob is drunk all of the time. It seems as if Cherry hasn't totally come to terms with Bob's death so she blames everything else for it. Cherry confesses to Ponyboy that the reason she won't see Johnny is because she can't see the face of the person who killed  someone she loved.
