Her intelligibility is not affected too much, however her anger might have had something to do with it.
3. People weren't willing to listen to what she was saying because of they way she was talking, that her 'limited' English was a reflection of her intelligence. While it was intelligible, it was not an acceptable form of English to those people.
4.

    Daughter: American English
2. She follows the rules of Chinese language to speak English. She just changes the Chinese words to English words.
Yes this makes her less intelligible. But like with situations mentioned in this text, we can still understand her.
3. Its hard to say. it sounds like they are very rude, they seem to not respect the mother just because of her accent. But maybe they refuse her because they merely don't understand what she says.

This makes her less intelligible. It could be affected by her L1 (Chinese).
3.
Some people think that the mother's English represents lower social status, such as poor and the uneducated, tagged as nonstandard.

1.her mother: Chinese accent
   daughter: standard English
2. It can be seen from the 4th paragraph that she has many grammatical errors, like to ignore the subject and its predicate.
Maybe her pronunciation and the speech fluency and accent.
3.People make fun of her and be rude like they don't understand her.

4. Tracy has something similar in his working experience(in a convenience store), like when people speak fast and he can't understand, they'll act like impatient and rude.
Yes, it will. Like in China, people who can speak mandarin also make fun of those who don't.

Word order, lack of inflection, question-formation, lack of prepositions, sentence structure.
So some extent makes her less intelligible, although the main point can still be deduced. She probably has an accent which may lower intelligibility.
3. mean
4. No personal bad experiences. Witnessed? Not really, but as a prejudice may be common, although actual interactions may be more amicable than that prejudice.
