Instead of using water from Detroit, Flint began using the Flint River. 

This water was not regulated properly by government officials and the poor water quality had dramatic health effects on the city's residents. 

Even when the water quality was made aware to the public officials, highly obvious by smell, taste, and off-colored nature, the government did not do anything.

Michigan Civil Rights Commission investigation displayed systematic racism was pivotal to this lack of response.
