It is important to focus on the purpose rather than the reason for a decision because this focus will determine the outcome of the decision. The reason may relate to the elements of the purpose without actually addressing the purpose at all. This is much the same as addressing component skills of a standard rather than developing the thinking required to independently apply the standard in diverse situations. A particular problem prescriptive may be applied but using the skill independently will not be developed. The purpose will be lost. 2. The best students expect teachers to address misbehavior rather than allow the behavior to continue. They expect teachers to do this with respectful consideration to all students. We must think about and adjust when things don't quite go as planned. When we consider the purpose, instead of the reason, we become more productive. 
The best students want you to handle misbehavior accordingly, but not in a way that would be humiliating. Focusing on the misbehavior and ignoring the feelings of the well-behaved is not a good idea. We must keep our best students in mind when we make decisions.

Students who are doing what they are supposed to do daily get tired of being lumped into the same blanket statement as the ones who misbehave.  Even teachers get tired of being fussed at for things that they are not doing.  The only ones that those blanket statements work on is the kids that are behaving.  Teachers must address disrutive students personally.  This lets the whole class know that the teacher knows exactly who is causing disruptions or not staying on task.
