The states are South Carolina, North Carolina, Virginia, Rhode Island, New Jersey, New York and New England. The words Join or Die seems to mean if these states don't join or the other states don't join them they will die.<br>C:  I believe that this picture is saying that people had to choose what they wanted to do. They had to choose if they wanted to help revise the Articles of Confederation.</div>]]></description>
