Congress didn't have any laws to limit the number of immigrants allowed into the United States and more than 12 million European Immigrants passed through Ellis Island. Congress had strict laws to limit Asian Immigration. Only about 300,000 Asian Americans were allowed to enter.  
This helps understand why immigrants came to the US.  It seems like the laws were not fair for both.
