Florida is a pretty hot place, even the water is high temperature. Unfortunately, hurricanes form on high temperature water, making Florida an "easy target". At that moment, when the humid air rises, it forms grey clouds, preparing to "launch". Later on, there will be light wind that steers the whole thing, rotating  the hurricane and making it bigger. Hurricanes happen when the ocean water is warm (usually June to November [Fall]).
