Oliver Otis Howard was the founder of Freedman's Bureau. He was also a union general. Howard has a university named after him in Washington D.C. This fire happened on March, 1911 and in all 146 people were killed. The fire started by a cigarettes that someone threw into waste of material. this factory was an all woman factory that made shirts. When they fire happen everyone tried to get out but there were nowadays heath code rules being unfollowed. They had four elevators but only one worked and they got about 4 trips in until it stopped working. They had all the staircases locked so there was only one way in and one way out to make sure the woman weren't stealing. From the lack of clean water many people had diseases. Many people thought the fire would stop burning after going by the Chicago river but it didn't because the river was highly polluted.
