North Korea has begun requesting the withdrawal of the American and Soviet forces from as early as 1947. It seemed that North Korea did not want foreign interference in bringing about a United Korea after the end of World War 2 and Japan’s occupation of the peninsula. American withdrawal took place later in June 1949, leaving a token force of a few hundred men in South Korea. 3.South Korea wanted to capture territory in North Korea. In July 1949, South Korean warships attacked North Korean military installations at the mouth of Taedong River and sank most of North Korea’s west coast fleet. This provoked the retaliation of the NKPA, and both sides engaged in fierce fighting which led to heavy casualties. There were also many military desertions from South to North Korea in this period. The USA was reluctant to send the heavy weapons that Rhee was demanding for South Korean defences. Truman went back to the containment policy and threatened to drop an atomic bomb on the North Korea to prevent the spread of communism into the South. The leaders on this sides was convinced that the whole Korea should be united unrest one rule and sought to achieve sole control through the use of violence is necessary. Rhee , the South Korean leader appealed to the USA and the UN , while Kim approached the Soviet Union. 

Stalling agreed to provide support to rebuild North Korea and wage war against the South.
