in civ, the ai of gandi has a agresion level of 1, meaning he only fights in self defense. but democracy gives the ai -2 agresion, giving gandhi agresion of -1. it was only on a scale of 0 to 255. so he got set up to 255, being 25 times more agressive than any other civilization in the game. in civ 6, there are chances of personalities. as an easter egg, gandhi has a 70% chance to be nuke happy, meaning he wants to build nukes.
