Information: Upon arrival I found out Johnny Guitar doesn’t have a license and motorcycle insurance. Johnny Guitar stated that he was just testing out the motorcycle. After I shared my concerns about him testing out the motorcycle he said he was fibbing. I asked Johnny if I could search the vehicle and the giant guitar strapped onto it, he said I don’t mind. I performed a stop and frisk then searched the guitar bag. Upon the search we found needles which count as paraphernalia but nothing else.

Interview: I met with Johnny Guitar after I pulled him over, he said he was just testing out a motorcycle. After talking with him I found out he doesn’t have insurance for the motorcycle or a license. Later on when I brought up my concerns about him testing the motorcycle Johnny said he was fibbing about the reason for riding the motorcycle. I asked if I could search his guitar bag and he stated he didn’t mind. He repeatedly stated during the search that there wouldn’t be any paraphernalia or drugs.

Disposition: I wrote him a citation for license and insurance. We made an agreement for someone with a valid license to come pick up the motorcycle.
