It is not necessarily the lack of freedom but more of a lack of options.
Because of this people had no other option than to work at ranches and other forms of manual labor for about fifty dollars a month.
During this time there was a large increase in racism against blacks and immigrants. 
For this reason a lot of people gave up hope.

They are not really free, however, in that they are trapped by their poverty, homelessness, and lack of education. They lack the economic freedom to determine their own lives, always depending upon whatever work they can find as itinerant farm hands in order to survive.
