To appease means to give in to avoid conflict. Europeans were exhausted from World War I. They had their own economic problems. They did not yet understand that Hitler and Mussolini would stop at nothing to gain power. The League of Nations also did nothing. It did not have the power to solve disputes or limit militarizes. The United Kingdom and France had the legal right to fight the fascists. They also had the military strength. However, they lacked the will and the popular support to oppose the fascists.
