3 points - A government official is introduced with a general information about their position. There is a fair explanation why the position falls under a specific branch. Several lapses were observed and given duration is slightly observed.

2 points - A government official is introduced with a minimal information about their position. The explanation given is lacking. Half the time lapses were observed and given duration was not observed.

1 point - A government official is named but their position is only cited. The explanation is not coherrent. Lapses were clearly observed and given duration was not observed.
