         <description><![CDATA[<div>. The discussion mainly focuses on structural measures such as seawalls and breakwaters and non-structural measures of hazard map and evacuation. The responses to the 2011 event are discussed specifically on the tsunami warning system and efforts to identify the tsunami impacts. The nation-wide post-tsunami survey results shed light on the mechanisms of structural destruction, tsunami loads and structural vulnerability to inform structural rehabilitation measures and land-use planning. Remarkable paradigm shifts in designing coastal protection and disaster mitigation measures were introduced, leading with a new concept of potential tsunami levels: Prevention (Level 1) and Mitigation (Level 2) levels according to the level of 'protection'. The seawall is designed with reference to Level 1 tsunami scenario, while comprehensive disaster management measures should refer to Level 2 tsunami for protection of human lives and reducing potential losses and damage. Throughout the case study in Sendai city, the proposed reconstruction plan was evaluated from the tsunami engineering point of view to discuss how the post 2011 paradigm was implemented in coastal communities for future disaster mitigation.          <description><![CDATA[<div>In Japan, residents are still recovering from the disaster. Radioactive water was recently discovered leaking from the <a href="http://www.livescience.com/39067-fukushima-radiation-5-things-to-know.html">Fukushima Daiichi Nuclear Power Plant</a>, which suffered a level 7 nuclear meltdown after the tsunami. Japan relies on nuclear power, and many of the country's nuclear reactors remain closed because of stricter seismic safety standards since the earthquake. Four years after the quake, about 230,000 people who lost their homes were still living in temporary housing, <a href="http://www.reconstruction.go.jp/english/">Japan's Reconstruction Agency</a> said.The total damages from the earthquake and tsunami are estimated at $300 billion dollars (about 25 trillion yen), according to the Japanese government. The tsunami caused a cooling system failure at the <a href="http://www.livescience.com/13294-timeline-events-japan-fukushima-nuclear-reactors.html">Fukushima Daiichi Nuclear Power Plant</a>, which resulted in a level-7 nuclear meltdown and release of radioactive materials. The electrical power and backup generators were overwhelmed by the tsunami, and the plant lost its cooling capabilities. In July 2013, TEPCO, the Tokyo Electric Power Company, admitted that about 300 tons of <a href="http://www.livescience.com/38844-fukushima-radioactive-water-leaks.html">radioactive water continues to leak</a> from the plant every day into the Pacific Ocean. <br>A fact: The Tsunami wave flowed through the pacific ocean in 21 hours while affecting other countries.</div>]]></description>

Research had indicated that the surface motions and tsunamis that earthquakes generate can also trigger waves in the atmosphere, and the Japan earthquake generated the largest such disturbances seen yet, creating ripples in electrically charged particles reaching nearly 220 miles (350 kilometers) above the Earth.          <description><![CDATA[<div>According to the Japanese trade ministry, around 4.4 million households served by <a href="https://en.wikipedia.org/wiki/T%C5%8Dhoku_Electric_Power">Tōhoku Electric Power</a> in North Eastern Japan were left without electricity. Several nuclear and conventional power plants went offline after the earthquake, reducing TEPCO's total capacity by 21 GW. <a href="https://en.wikipedia.org/wiki/Rolling_blackout">Rolling blackouts</a> began on 14 March due to power shortages caused by the earthquake. The <a href="https://en.wikipedia.org/wiki/Tokyo_Electric_Power_Company">Tokyo Electric Power Company</a> (TEPCO), which normally provides approximately 40 <a href="https://en.wikipedia.org/wiki/Gigawatt">GW</a> of electricity, announced that it could only provide about 30 GW. This was because 40% of the electricity used in the greater Tokyo area was supplied by reactors in the <a href="https://en.wikipedia.org/wiki/Niigata_Prefecture">Niigata</a> and <a href="https://en.wikipedia.org/wiki/Fukushima_Prefecture">Fukushima</a> prefectures. The reactors at the <a href="https://en.wikipedia.org/wiki/Fukushima_Daiichi_Nuclear_Power_Plant">Fukushima Daiichi</a> and <a href="https://en.wikipedia.org/wiki/Fukushima_Daini_Nuclear_Power_Plant">Fukushima Dai-ni</a> plants were automatically taken offline when the first earthquake occurred and sustained major damage related to the earthquake and subsequent tsunami. Rolling blackouts of approximately three hours were experienced throughout April and May while TEPCO scrambled to find a temporary power solution. The blackouts affected Tokyo, <a href="https://en.wikipedia.org/wiki/Kanagawa_Prefecture">Kanagawa</a>, Eastern <a href="https://en.wikipedia.org/wiki/Shizuoka_Prefecture">Shizuoka</a>, <a href="https://en.wikipedia.org/wiki/Yamanashi_Prefecture">Yamanashi</a>, <a href="https://en.wikipedia.org/wiki/Chiba_Prefecture">Chiba</a>, <a href="https://en.wikipedia.org/wiki/Ibaraki_Prefecture">Ibaraki</a>, <a href="https://en.wikipedia.org/wiki/Saitama_Prefecture">Saitama</a>, <a href="https://en.wikipedia.org/wiki/Tochigi_Prefecture">Tochigi</a>, and <a href="https://en.wikipedia.org/wiki/Gunma_Prefecture">Gunma</a> prefectures. Voluntary reduced electricity use by consumers in the Kanto area helped reduce the predicted frequency and duration of the blackouts.          <title>TOKYO, Aug. 9 (UPI) --&amp;nbsp;Japan&#39;s March 11 tsunami destroyed some 120,000 buildings and damaged 220,000 others, the government&#39;s first comprehensive damage survey indicates.The survey found the percentage of destroyed buildings was markedly higher in areas where the onshore water level surpassed 6.6 feet, The Yomiuri Shimbun reported. The tsunami followed a powerful magnitude-9 earthquake.Of the destroyed buildings, some 78,000 were completely washed away by the tsunami, the Land, Infrastructure and Tourism Ministry said.A total of about 132,000 acres of land was submerged by the tsunami in six prefectures in the Tohoku and Kanto regions.The survey, conducted in June and July, covered uninhabited buildings such as factories, offices, schools and community centers as well as houses.</title>

         <description><![CDATA[<div>The government has mobilized over 150,000 personnel from the Self-Defense Forces and the police to conduct relief efforts in the region and has requested support from other nations. After a massive earthquake struck the Kobe area in 1995, the government was criticized for lack of preparedness and poor coordination with the Self-Defense Forces and international relief efforts. Since then, the government has passed crisis management legislation and drilled extensively in anticipation of future natural disasters. As a result, the response to the March 11 disaster has been prompt and effective, though the magnitude of the damage has the government struggling on many fronts, from preventing the nuclear reactor core from melting down at Fukushima Daini plant to managing energy output and providing food and water to the hardest hit areas. President Obama spoke to Prime Minister Kan on March 11 and offered to provide whatever assistance was needed, and the U.S. military has mobilized various assets to the affected region in support of search-and-rescue operations and humanitarian relief efforts. Dubbed “Operation Tomodachi” (Japanese for “friend”), the effort includes reconnaissance operations by the U.S. Marines to establish a land-based supply and refueling base west of Sendai. Naval operations are being led by the USS <em>Ronald Reagan</em> Carrier Strike Group, and the aircraft carrier USS <em>Ronald Reagan</em> is to serve as a hub for refueling aircraft and a base for search-and-rescue operations. The USS <em>Tortuga</em> is expected to arrive in northern Japan on Tuesday to further support these activities, and other vessels are en route from Southeast Asia.</div>]]></description>
