         <description><![CDATA[<p>International Water Rights: Potential Conflict</p><ul><li><p>The Nile River flows through 11 countries in Africa</p></li><li><p>It is the primary water source for millions of people</p></li><li><p>Potential Conflict: Construction of the Grand Ethiopian Renaissance Dam (GERD) heightened tensions between countries, especially Egypt and Sudan</p></li><li><p>There have been 3 attempts at a resolution, but none have ended in all the countries signing the agreement. Egypt often argues that it undermines their historical rights</p></li><li><p>The dam could lead to water scarcity and potentially a smaller harvest for the countries downstream and millions of lives are dependent on the nile water.</p></li><li><p>The conflict is still ongoing to this day.</p></li></ul>]]></description>
