You can't just steal a hard worked billion dollars from someone. That's 1, just not right and 2, It's unfair. Someone could have saved up 5 years of cash and someone had stole it in under 1 hour. Also murdering innocent people to steal or just mentally insane is not good.
-The laws told me they were very unforgiving. Forced into slavery? Selling children and wives? Chopping off a hand if father is hurt by son? Cutting off a tongue if said "You are not my father/mother"? That's all allowed and It really shouldn't be. The basic laws like no stealing or ruining crops are fin, but getting forced into slavery for three years if you cannot repay a crop you've ruined? Just too much!
-The good laws I talked about were important because it balanced everything in the town. This question sort of matches my first answer. We can't have murderers and thieves running around town without consequence. It's important today because there are hundreds of things that cost hundreds of dollars and hundreds of thieves that would take all of it. - Upper was Kings and Priests. Middle was Scribes, Merchants + Artists, and Commoners. Lower was Slaves and most likely prisoners.
- Possibly to keep the town circulating. Kings enforce. (Priests really don't have any point) Scribes send letters. Artists and merchants give goods and things. There's a man on a llama. There's a man with a cow/bull head. There's a bull with a man head. - Scribes used it. It was a ton of randomly shaped symbols- sort of like upside down beakers or then a funnel or even a margarita glass. Here:

There's all the symbols used. When used, they space out some of the letters some times because some of the same things mean different things. It's like the letter A means cat but then if it's spaced out from the next letter is supercalifragilisticexpialidocious!
