The states in the south wanted slaves to count as part of the population, but  since only 30% of all slaves were in the north, the south would become to powerful  because of how many representatives it would have. The 3/5 compromise (three fifths compromise) was made in order to keep the Constitutional Convention going and to settle what to do with counting slaves into the population. The 3/5 compromise included the states in the north and the south, which was all the states except Rhode island.
