After WW2, Russia and the US agreed to split Korea, a former Japanese colony, along the 38th parallel. Both sides dreamed of reuniting Korea under their respective government, and border disputes led to relatively constant fighting. The fall of China made South Korea even more vulnerable, and the fighting between the two sides broke out in 1950, creating tension in the region. Both powers, the US and Russia supported the respective sides.

In Europe, countries were economically shattered from WW2. Seeing the poor economic situations and fearing a spread of Communism, the US sent a $15 billion aid package to the nations of Europe, even offering to help Communist countries. However, this was only meant to make communism seem bad by requiring terms that the Soviet Union would not accept. This was enacted in 1948.
