With the mention of TI and the definition of safety, perhaps have more linkages or examples to each of the SHIP strategy areas and how culture and HE might intersect with community definitions, ideas, and solutions.

If not requiring a CLT then grantees should need to detail (and report on) how they are authentically engaging community and ensuring community voice in SHIP work - early and often. Community should also be involved in how funds are spent / mini-grants and contracts.

Can we explore tracking existing workgroups / coalitions? (this is what other grants typically do)
