Expedited Bargaining = Expedited Organizing = More participation from more members sooner

Major Goals
1- Avoid frequent, large layoffs at Title 1 Schools
2- Salary Increase
3- Greater District contribution to medical benefits
4- Lower caseloads for nurses
5- Eliminate combination classes
**plus small changes in a few other areas

Expect a balanced budget. We seek to maintain the district's financial health. FCMAT Report warned that the data the Board receives from the fiscal dept. is not always accurate.

Major challenge this bargaining cycle will be ensuring that we have accurate data. Unaudited actuals were published on 9/6. The fiscal dept. estimated that expenses in 20-21 would be $11.3 M more than revenue. Unaudited actuals show that revenue was $41.2 M more than expenses.

18-19 3.70% COLA
19-20 3.26% COLA
20-21 0%
21-22 5.07% COLA (new ongoing dollars that can pay for raises)
22-23 2.48% COLA
23-24 3.11% COLA

New funding from COLA 18-21 17.0M
Reduced expenses from layoffs $21 M
(See Slideshow below)

Salaries & Benefits as Percent of Budget = 80.4%
We think this number should be 85%.

Most important item to spend district money on is that of the educators who work directly with students

Management has been presenting incorrect numbers to scare educators. Old from 2 years ago, not a real number at all.

Don't like the districts proposals for the new contract such as longer site times for elementary without a salary increase

The savings from the draconian cuts in 2019 have not been spent.

The district has projected unrealistic increases in expenses over the next 3 years. These inaccuracies make it difficult for the Board to make decisions.

School Services of California doing audit - only going to get somewhere if they speak to us as well about our concerns. Otherwise, it will be the same old data that the CBO has been giving the Board.

One time $1,500 payment in the spring cost $6M. Unaudited actuals show salary for employees - $6M for one time payment. Dan brought it up to John Rubio, have you taken out the one time $6M and done your projection after that? Said no they haven't.

Also, mid year they always inflate their book funds by millions of dollars. They book every penny of it as an expense - inflates their books and supply lines with money that they are not going to spend.

We have asked for an updated multi year projection since the COLA's have been decided since July when budget was decided. Why does the District not prioritize us?

CBO Gonzalez is a propaganda minister as is Theresa Harrington. We need propaganda ministers on OUR side. We can't hire anyone, and besides we need it to be teachers who are more credible.

We're not quite ready to do a strike vote. We need a super majority, a lot more than 20% and things like surveys, questionnaires, and a strike vote are very passive. We need to engage people in conversations. We need volunteers right now, not a vote.
