Answer: There are often criteria for cooperation, it depends on the donor and the partners involved. In general it is good to explore the fit of different partners including their ambitions, ways of working, and complimentarity.

Answer: Yes communities are an essential parts (also often groups as Civil Society Organisation partner). The presented case in Uganda for example involved women organisations. Civil society organizations (CSOs) play a critical role in Public-Private Partnerships (PPPs) by fostering inclusivity, accountability, and sustainability. They act as advocates for community interests, ensuring that projects align with societal needs and promote equitable outcomes. CSOs can provide valuable insights during planning and implementation, helping to identify potential social and environmental impacts. They also enhance transparency by monitoring PPP activities, encouraging responsible practices, and holding partners accountable. However, whereas we presented a case in which CSO was involved this indeed often lacking and definitely deserves more attention. Therefore, it is definitely part of our recommendation to involve CSO
