- Verteiler mit ca. 800 Adressen (Institutionen politische Bildung, Grundbildung etc.)
- Multiplikatorennetzwerk in den Bundesländern (Personen auf politischer Ebene, die für EB zuständig sind -> in den Landesministerien angesiedelt)
- Es hängt sehr stark an engagierten Personen
