In other words they called for a small truce or peace treaty during the cold war. The article says that occurred roughly in the middle of the cold war.

It seems that both sides continued to create and move nuclear war heads. This could strike fear for other countries. Even though the war may have been disputes for power the nuclear weapons did not help the cause.
