A proper comprehension of the evolving concept of blue economy begins with the understanding that all littoral states operate one form of maritime economy or the other by default. Thus, the blue economy contrasts these traditional maritime economies on the basis of sustainability through a Sustainable Development Theory (SDT) framework, defined/postulated by the Brundtland Commission, and espoused by UNSDG 14.
Thus, under the blue economy regime, national development is to be achieved in a sustainable manner without jeopardising the developmental capacity of future generations.
