         <description><![CDATA[<div>Gave african americans the right to vote.&nbsp;<br>although this was passed, they were really only fully able to vote in the 1950s, because of the grandfather clause and poll taxes as stated in chapter 18.1 "Until the 1960s, many states required citizens to pass a literacy test to qualify to vote. In many cases, white voters were judged literate if they could write their names, but African American voters were often required to do much more. For example, they were frequently asked to explain a complicated part of the state or national constitution."</div>]]></description>
