Breaking it down into smaller questions to "research" and find a way to answer the big question. Inquiry learning is fluid as smaller ares of inquiry may come up along the way. Students usually need to be scaffolded along the way to develop the skills required to lead them on their inquiry, but they will be at different levels of need. Inquiry learning does take place in my classroom but not all the time.
