They decided on some main points of what would happen with the land. These are the points:
- They could only have colonies if they could defend them, and only if they could keep jurisdiction 
- The Congo and Nile rivers were free to trade
Those rules were decided at the conference along with how the land was split. This picture is a map of how the land was split.
