Large state populations, wanted # of representatives based on population(Virginia plan), and the smaller populated states wanted a equal # of representatives for each state! (New Jersey Plan) This all lead to the Great Compromise where the delegates agreed on two houses in congress, the senate and the house of representatives! Each state gets an equal number of senators (2), and the house of representatives is based on the population of the states!

First the southern states had a plan to count slaves for their population, not for taxes, because it would gain them more power and more House of Reps. Then the Northern States wanted to the exact opposite of the south and wanted to count slaves for taxes but not population. Then they came up with the 3/5 compromise. When, Southern/ Northern states were allowed to count slaves as 3/5 of a person for representation and taxation purposes.
