It feels like we are building a community of interested people, but I did wonder how we link in all the good work that is going on around the country, the work Medr are funding, the work Manchester are doing with CityREDI etc

We will accept applications to the working groups once they are announced and we know the themes for them. The working groups will be informed through the consultation which is happening between now and the end of July 2025.

The Catalyst group is informing the project at all stages. This includes Phase 1 mapping- Horizon 1 (what you feel needs to change), Horizon 3 (Your positive vision for the future), Phase 2- Identifying Horizon 2- promising practices, Phase 3- Developing approaches and tools for change.

We will also have a public consultation that will run alongside the work of the catalysts.

Comparing and contrasting with other country contexts and political landscapes is something that we are keen to do in later stages of the process. We are keen to think through the scope of our change making work (this will form part of our initial conversations with you in the February meetings) and where/who and what we will need to connect with as a movement once we have identified the changes that we would like to see.

We expect the Catalyst group to grow over time. We will be seeking to engage with groups not currently involved, and for different framings and languages to emerge. This is something that we hope Catalysts will support. We want to ensure that there are ways for anyone with a vested interest and something to say to get involved to the degree and depth that they would like.

Has any work been done to clearly list or define user needs of the various user groups involved in all this? I may just be coming from a naive position (and a biased one as a user centred designer). But I can't help feel there are some shared definitions missing about who we are imagining the future for, beyond the very broad label of "community and society". And by extension, what they need, and why the higher education system should even exist for them.

This is work that action development groups might seek to do in Phase 3 of the project. We are also conducting a public consultation starting at the end of 2025.

This is an example of H2+ work. Part of the three horizons process is to identify actors already working towards the values and goals identified by participants and looking for ways in which we can align efforts. We have identified Domains of Action where we see existing energy and potential alignment in the system. One is entitled 'Building a Movement', another is 'Stewarding the System'. This work looks like it might be able to contribute to the thinking and efforts in these Domains.
