         <description><![CDATA[<div>The system of separation of powers guarantees that Congress' power to make law and the courts' power to decide cases with clash with the president's power to execute the law. Congress and the courts must have all access to all the info necessary to the proper exercise of their constitutional responsibilities. President Nixon claimed executive privilege in an unsuccessful attempt to protect himself from the consequences of the Watergate scandal. Properly the presidents ability to invoke executive privilege should be limited to the protection of information deemed vital to the security of the United States. </div>]]></description>
