         <description><![CDATA[<div>When John Adams took office he also took on the deal and dispute with France. Adams wanted to avoid war with France in 1797. He sent delegation to Paris to try and resolve the dispute. French&nbsp;foreign minister Charles de Talleyrand refused to meet with the Americans. Talleyrand sent 3 agents and demanded a bribe and a loan.</div>]]></description>

         <title>Undeclared War with France</title>

         <description><![CDATA[<div>After the XYZ affair Congress responded with a program that would strengthen all armed forces. The program established the Navy in 1798 and set aside money for building warships. George Washington was appointed commanding general of the newly increased in sized army. Although war was not formally declared between America and France they clashed with warships many times throughout 1798 and 1800. Adams reps finally proposed a deal between America and France that ended peacefully in September of 1800. </div>]]></description>

         <description><![CDATA[<div>The threat of France made America more suspicious of immigrants living in the country who were not citizens, or aliens. Many Europeans that came to the United States during the XYZ affair supported Frances ideas. In 1798 the Federalist party passed a group of measures called the Alien and Sedition acts. Sedition meaning activities aimed at weakening the government. </div>]]></description>
