Windows Disk Defragmenter would be used to increase the overall speed of the system as the utility rearranges files stored on the disk of the PC so that the they can be accessed faster.

Users who may have a Solid State Drive would not use this utility software as SSDs are not effected by fragmented storage and therefore do not need to be defragmented with that type of utility software.

Every computer suffers from the constant growth of fragmentation and if you don't clean house, your PC suffers. ... Many users blame these problems on the operating system or simply think their computer is “old”, when hard disk fragmentation is most often the real culprit.
So rearranging Files and clearing out or fragmenting anything your PC is currently suffering from.
Functionality of the PC will overall Improve.

Clean up and Defragment your Hard drive (Windows) Your windows computer will perform more efficiently if your periodically remove unnecessary files from your hard disk and consolidate disk space.
You can use Disk cleanup and Disk Defragmenter to perform these maintenance tasks if it becomes to difficult to do manually.

The main effect that Windows Disk Defragmenter will have on a system is increasing the access speed of the disk drive.

This is done by rearranging the files stored on a disk so that they occupy contiguous storage areas. These changes will minimize head travel, so the time taken to read and write to files will be reduced.

If a system doesn't use a HDD, and instead uses an SSD then the software will have no effect because of the way Windows Disk Defragmenter increases speed.

- Increases general access speed.
- Rearranges files on the disk.
- Ensure data occupies a contiguous area on the disk drive.
