During my conversation with Carol Gloetzner (2022), she pointed out that these students have experienced various types of trauma and need extra support to succeed. “School counselors have the opportunity to utilize their unique position within the school community to effectively serve and address the complex needs of students in foster care” (Brinser & Wissel, p. 1, 2020).  They can provide a positive and stable adult relationship, an accepting and supportive school climate, and information for supportive services both in and outside of the educational setting.

2. The state of Texas does is working on a comprehensive plan to fix the foster care system and have been experimenting with outsourcing foster care to privatized community-based care organizations. Bexar County attempted privatizing foster care in 2018 but had so many issues that the children ended back up in the state foster care system within a year. Both Texas and Bexar County are relying on funding from the federal government to help cover the costs of revamping and improving the foster care system. This funding will come from the Family First Prevention Services Act of 2018 (H.R. 1892) which shifts funds to provide supportive services for families, so children aren’t removed in the first place.
