Because of my experience, I know that the foster care system can be difficult to navigate from all sides. Stakeholders who are affected include the children, biological parents, foster parents, social workers, lawyers, and educators. Understanding the foster care system and the laws that govern it is important to my work as a school counselor.

1. Some adults who aged out of the foster care system are suing their states claiming that they were abused, neglected by their caseworkers, and left homeless without support. In Texas, a class action lawsuit made its way through the court system ending with the District Court’s ruling of an injunction against the Department of Family and Protective Services. (Bureau & Morris)
2. The state of Texas does is working on a comprehensive plan to fix the foster care system and have been experimenting with outsourcing foster care to privatized community-based care organizations. Bexar County attempted privatizing foster care in 2018 but had so many issues that the children ended back up in the state foster care system within a year. Both Texas and Bexar County are relying on funding from the federal government to help cover the costs of revamping and improving the foster care system. This funding will come from the Family First Prevention Services Act of 2018 (H.R. 1892) which shifts funds to provide supportive services for families, so children aren’t removed in the first place.
