         <title>Title 1: Purpose and Origin</title>

         <description><![CDATA[<ul><li>Title 1 is part of the “Elementary and Secondary Education Act of 1965” signed by President Lyndon B. Johnson, (Education Post, 2019). President Johnson signed this into effect to ensure all children received an education.  </li><li>Title 1 is a federal program that provides schools with a high numbers of low-income students funds to provide instruction in order to meet student goals, (USLegal.com, 2019).   </li><li>A school can receive Title 1 funds when over 40% of students qualify as low-income, (Clark, 2019). </li><li>The Every Student Succeeds Act was made into law in 2015, replaced the No Child Left Behind Act, and reauthorized the ESEA, (NASSP.org, 2019). </li></ul><div><br></div>]]></description>

         <description><![CDATA[<div>Campus planning instruction and requirements can be found in the Texas Education Code, Sec. 11.253.  “Sec. 11.253 states: Campus planning and Site-based decision-making.”<br><br></div><div>Sec. 11.253 (C) “Each school year, the principal of each school campus, with the assistance of the campus-level committee, shall develop, review, and revise the campus improvement plan for the purpose of improving student performance for all student populations.” Section D outlines the campus improvement plan requirements. <br><br></div><div>1.     Each student’s academic achievement needs to be assessed. </div><div>2.     Objectives are set for campus performance including objectives for           special education populations. </div><div>3.     The campus will need to identify how the goals will be met. </div><div>4.     Define resources that will assist in reaching the goals for the plan. </div><div>5.     Determine staffing needs. </div><div>6.     Timelines need to be set. </div><div>7.     Measure academic progress.</div><div>8.     Violence prevention. </div><div>9.     Programs for parental involvement. </div><div>10.  Set guidelines for the campus health program. <br><br> Texas Education Code.          <description><![CDATA[<div>“The CIP must be based on a comprehensive needs assessment (CNA) of the entire school,” ( Title I, Part A Schoolwide Program Campus Improvement Plan, 2019).</div><ul><li>A campus needs to look through the student achievement data through from the STAAR test, and any other campus and district initiatives that collect student data.  </li><li>This will define the campus areas of need. </li><li>The CIP planning committee includes principals, parents, community or business member, paraprofessionals, counselors, students if they are in secondary, and teachers. The goals are from the Goliad Elementary, Campus Improvement Plan, 2019.<br>1.     “Provide student achievement at the highest levels.”</div><div>2.     “Students graduate from San Angelo ISD college and career ready.” </div><div>3.     “Maintain fiscal responsibility and design/implement a facilities plan that addresses current and future needs of the district in order to fulfill the vision, mission, beliefs, and goals adopted by the Board.”</div><div>4.     “Improve communications between the district and all stakeholders.” </div><div>5.     “Secure and retain an effective staff that is reflective of and responsive to the district’s student body.”</div><div>6.     “Sustain a safe and secure environment.” <br><br></div>]]></description>

         <description><![CDATA[<div>Yes, our Title 1 funds were used to hire two reading intervention teachers.  These teachers pull out small groups throughout the day to close achievement gaps for at-risk students and promote student achievement at the highest levels.  One of these two intervention teachers focuses on grades K-2, while the other interventionist focuses on grades 3-5.  </div>]]></description>

         <description><![CDATA[<div>Both are elements of the ESSA School Program Requirements. </div><ul><li>Element 1: Comprehensive Needs Assessment (Section 1114(b)(6)) </li><li>A campus must assess the academic needs of students according to state academic standards, especially students that are failing or at-risk of failing. </li><li>Element 2:  Campus Improvement Plan (CIP) (Section 1114(b)) </li><li>A school may use Title 1 funds for programs that assist in meeting the academic student needs according to the CNA. </li><li>The CIP must include details that entail providing "opportunities for all children to meet the challenging State academic standards."</li><li> Determine  instructional strategies that enhance the curriculum, and increase instructional time. </li><li>This includes students in all sub populations, including " economically disadvantaged, from major racial and ethnic groups, students with disabilities, and English learners (Section 1111(c)(2)).</li></ul><div><br></div><div>Texas Education Agency. There is no single supplement, not supplant provision. Rather, the wording of the provision varies depending on the various statutes.          <title>Effective Schools Framework and its significance</title>

         <description><![CDATA[<div>"The goal of the Effective Schools Framework (ESF) is to provide a clear vision for what districts and schools across the state do to ensure an excellent education for all Texas students," (www.<a href="https://texasesf.org/framework/">https://texasesf.org/framework/</a>, para. 1). <br>1. Strong school leadership and planning. </div><div>Campus instructional leaders must adhere to specific roles and responsibilities.  Campus leaders must, plan, implement, and executive an improvement plan, and use data systems in place to track various forms of data such as attendance and discipline referrals. <br>2. Effective, well-supportive teachers.  This lever defines what campus leaders need to do to support and retain teachers through the use of observations, feedback, and instructional coaching.<br>3. Positive School Culture.  All stakeholders are involved and engaged in pursing the values and mission of the campus to share in the responsibility of creating a positive culture and the integration of family commitment to promote student success. <br>4. High-quality curriculum.  Curriculum, instruction, and assessments are aligned with the TEKS for the subject area, and grade for the school year.  Instruction is rigorous and professional development is geared toward is content based.<br>5. Effective instruction. Teacher lesson plans are aligned with instruction to meet the needs of all students, provide rigor, and promote higher-order thinking skills. Instructional leaders assist in digging through data to drive instruction, and RTI is in place to help close achievement gaps for at-risk students. <br><br></div><div><br></div>]]></description>
