         <description><![CDATA[<div>Social Security benefits are given to people of old age, survivors' or people who are disabled. It has been debated if the government appropriating tax revenues is constitutional.  The benefits are technically held in a reserve but some believe it should be a trust fund, with designated trustees acting on behalf of the prospective beneficiaries of the program. By making this a trust it separates these benefits as its own entity and will no longer interfere with other government </div>]]></description>
