LLA promises to empower local governments and communities by giving them control over adaptation finance and resources. Studies indicate that only about 10% of allocated climate funds reach local actors. LLA aims to shift decision-making power from international and national entities to local actors, promoting equitable access to resources and fostering creativity in developing locally relevant adaptation solutions. This approach also emphasizes the need for consistent and transparent funding flows, which are crucial for planning and sustainability.

A new methodology to measure and monitor performance of local organizations: Performance Mapping and Improvement System (PERFORM)

PERFORM is an easy-to-use, systems-oriented tool based on MOMENTUM Knowledge Accelerator’s Enhanced Organizational Capacity Framework that assists partners and program implementers in identifying needed performance improvement course corrections in a timely manner. PERFORM offers a comprehensive suite of performance enhancement tools and processes that instills a deeper understanding of performance improvement and a discipline of reflection and learning within an organization. The system’s framework and monitoring approach, through short-term cycles, can be applied on its own or in combination with components of other assessment tools and monitoring processes. Further, PERFORM can yield measurable results for reporting on USAID’s CBLD-9 local capacity indicator and can contribute to the best practices in USAID’s locally led programs indicator. All resources are available https://usaidmomentum.org/resource/perform/ And please reach out to Soumya Alva (salva-jsi@prb.org) if you need more information and assistance using this method.

Hi. I'm Kim Kane, the LCS Practice Area Lead at Management Sciences for Health (MSH).

As an organization that specializes in health system strengthening, MSH has always worked shoulder-to-shoulder with local partners to be stewards for their own development. Our LCS approaches promote systems-thinking and systems-practice, so that the capacity strengthening "sticks" -- in other words, it leads to improved performance and sustained health outcomes over time. We believe that effective and sustainable capacity strengthening must go beyond increasing knowledge and competencies of individual health workers, and strengthen the ecosystem of actors in the health system to perform optimally in their specific roles as well as in relation to one another. This means fostering greater agency of the government to steward effective programming with less dependency on external aid/funders while optimizing the workforce and institutionalizing processes and tools that ensure accessible, equitable and high quality services. We utilize evidence-based approaches that empower leaders, managers, and health teams to systematically undertake collaborative learning and performance improvement initiatives, which enable them to continually find locally-appropriate solutions to any challenge that may arise; this, along with systems to optimize the workforce and ensure ongoing professional development, helps ensure local institutions remain strong and resilient over time.

We have an entire department dedicated to LCS technical excellence in LCS; and it is integrated throughout our programming. Reach out if you're interested in partnering with us!
