Cordelia's goal was to build hospitals in the North for injured people. The Northern air is safer than the South. The South has death along the rivers as Cordelia says. Cordelia went to Washington D.C. to personally convince Lincoln to have hospitals around. It was successful although the war department denied it.

They got money to buy food like cider, swiss cheese, meat, and bread.

("she ended up giving him a good enough reason to do it." This is what I think as well. Why else would President Lincoln choose her advice over his own cabinet? Perhaps because she was right?)
