         <title>Ending the Cloture rule in the U.S. Senate</title>

         <description><![CDATA[<div>The U.S. Senate makes its own rules, and none is more damaging to the future of the nation than the rule that requires 60 votes to "end debate" on any bill that does not affect the budget of the United States. The rule only requires a 51 vote majority to be changed, but there is little interest on the part of many senators to change it. The rule was originally intended to block civil rights legislation by southern senators who wished to protect Jim Crow laws that discriminated against African Americans. That alone necessitates its repeal.</div>]]></description>
