         <description><![CDATA[<div>Congress has more power than any other branch. It is a bicameral legislature with two parts, Senate and The House of Representatives. "Today, Congress plays a central role in <strong>formulating</strong> national policies. It initiates and approves laws that deal with everything from health care to changes in our taxes" (Democracy 5). The textbooks also states, "Membership in Congress tends to change slowly because officeholders seldom lose reelection" (Democracy 5). </div>]]></description>

         <description><![CDATA[<div>The terms of Senators and Representstives are different. The textbook says, "Senators enjoy six-year terms of office and represent their entire state, while representatives have two-year terms and are elected from districts" (Democracy 5). The text also states, "The larger House of Representatives set rules to limit debate and promote majority rule. The smaller Senate set rules that gave more muscle to the minority, whether that be a party, a faction, or an individual senator" (Democracy 5).</div>]]></description>
