         <description><![CDATA[<div>Bilingual education is the process of teaching students using two languages. In a bilingual classroom students all speak the same language, the teacher speaks both English and the students native language, curriculum content is both languages and does not focus solely on English Language Learning. The goal is to shift students from receiving academic instruction in their native language to English instruction. In order to achieve that goal, teachers assist students in increasing their English proficiency, keeping their native culture and languages intact, helping them to adjust to a foreign environment and promoting academic success. Bilingual programs allows students to stay on the same academic level as their peers while in their path towards becoming english learners.</div>]]></description>

         <description><![CDATA[<div>In the state of Texas there are four types of bilingual program models at an elementary school level: Transitional bilingual early-exit, transitional bilingual late-exit, dual language immersion one-way or and dual language immersion two-way.<br><br>The characteristics of the programs offered in each district vary on the needs of their students in order for all students to have an equal academic opportunity.<br><br>Characteristics of an Effective Bilingual Education<br><br>Instruction: Teachers must provide instruction in students primary language, which in Texas bilingual means Spanish, as well as integrated language, literacy, and content instruction in English, to ensure full access to grade level curriculum while acquiring English.<br><br>Students need to learn forms and structures of academic language, they need to understand the relationship between forms and meaning in written language, and they need opportunities to express complex meanings, even when their English Language proficiency is limited.<br><br>In order to effectively assure students have the opportunity to succeed in the classroom teachers must:<br>-Present ELLs with challenging curricular content<br>-Set high expectations for ELLs<br>-Use technology Effectively<br>-Recognize socio-cultural factors<br>-Position native languages and home environments as resources<br>-Teach ELLs in grade K-8 in the basics of academic literacy<br>-Teach ELLs in secondary school, like their K-8 peers, to simultaneously develop their skill with academic English and learn content in a variety of disciplines<br>-Recognize the difference between ELLs and under prepared&nbsp; students in higher education<br><br></div>]]></description>
