Tommy Douglas' activism revolved around bringing social change in healthcare. His goal was to ensure that every Canadian had the right of free quality medical care regardless of their economic or social situation. This focuses on human rights concerning how everybody has a right to a standard of living adequate for the health and well-being of themselves and their family including medical care.

Tommy Douglas was the premier of Saskatchewan from 1944 to 1961. He wanted to make sure that every citizen of Canada would have the right to have free medical care so that's what he planned to do once he became the premier of Saskatchewan. In 1931, he established the Independent Labour Party and after two years, he attended the first national convention of the CCF ( Cooperative Commonwealth Federation). His most significant innovation was when the implementation of government funded health insurance. In 1947 the Hospitals Service Plan in Saskatchewan came into effect which gave people with the health cards free medical care.
