Tobago, the smaller of the twin-island country (301² Km), is situated 30 km (19 mi) northeast of Trinidad and about 160 kilometres (99 mi) off the coast of northeast Venezuela. 
 
According to the Trinidad and Tobago 2011 Population and Housing Census Demographic Report, Tobago’s population was 60,874

Learning Enhancement (enrichment) Centres (LEC) target students who have been suspended and have been involved in negative behaviour eg. substance use, violence, etc in the school setting. 

The LECs provide an indicated/selective group for the intervention.

Marijuana, the only locally grown/produced drug in Tobago is planted by farmers usually in the northern and eastern regions of the island, in areas that are conducive for growing crops but are not easily accessible. 

Alcohol and tobacco are also commonly used. Vaping is also growing in popularity in the local setting.
